Richmond recently changed from a council-manager
form of government to an at-large popularly elected Mayor. During
the election, mayor Rudy McCollum was defeated by Douglas Wilder
the first and only black governor.
The Richmond City Government based on the Nov 2004 election
are as follows (Source RTD):
Mayor: Douglas Wilder.
Vice Mayor: TBD
City Manager: position eliminated
